Red Dust On Basement Floor

Hi my basement was recently flooded excessive winter thaw cracked foundation.

Red dust on basement floor.

Should we be concerned. Insulating basement foam walls or pour floor first. Does anyone know what it is and how it can be cured. My basement is unfinished and has a french drain.
