You cannot have a plan without a level.

This view is forever associated with level 1.

In that case it won t have any floor plans shown in the browser at all and nothing to update.
I think you will need to make a new callout on the level you want and copy the annotation from the old view to the new one and then replace the original view with the new one on the sheet as you say.
